Garden mystery

Peeps, what keeps stealing my tarragon? Every plant but 1 that I’ve planted in the past three years has been absconded with by some fleeting, mysterious guest. I’m not talking a few leaves either; I’m talking the entire plant removed from the garden with nary another item touched. Thoughts?
